It also took various security agencies about six hours to arrive at the scene despite some suggesting that the KDF was already on the ground within an hour of the shootings beginning. The idea is to have a joint managements of a multi-agency central command structure that would coordinate national response. According to the Star, the new unit comprises of 300 men and the officers will now respond to attacks in a more coordinated manner.
