KISUMU, Kenya—Uhuru Kenyatta was officially declared winner of Kenya’s repeat presidential election, but the announcement offered little closure after a messy and deadly polling season in East Africa’s leading economy. Just 39% of registered voters turned out last Thursday, handing Mr. Kenyatta a second five-year term with 98.3% of the vote, after opposition leader Raila Odinga boycotted the contest.
