A contestation about the fate of the IEBC commissioners strained relationships and undermined the possibility of dialogue between Jubilee and Cord. However, the IEBC commissioners lacked the legitimacy to convene such a conference. ELECTION VIOLENCEIf the IEBC has prepared well, the conference will provide a good opportunity for a public accounting of those preparations.
