This year so far the decline in terrorist incidents in Khyber-Pakhtunkhwa is dramatic. Police comment that the number of extortion cases is under-reported as many pay up without calling in law-enforcement agencies. Terrorism is a national problem and countering it a national responsibility at both federal and provincial levels. There is no effective developed narrative that works against the mindset, now deeply embedded, that is the midwife to extremism and terrorism. Terrorism is going to be with us far into our collective futures.
