Justin Bieber has announced his new album title, release date and tour stops — including a Sept. 10 date at Toronto’s Rogers Centre. The pop star from Stratford, Ont., says the album “Changes” will come out Feb. 14. The Canadian stops include Ottawa on Sept. 1, Quebec City on Sept. 3, and Montreal on Sept. 14. Tickets can be had via an American Express pre-sale from Feb. 10 to Feb. 13, suggesting that tickets will be available to the general public starting on Feb. 14.
