Defence CS nominee Aden Duale has expressed his reservation on the use of the military in managing civilian institutions. "I think it was wrong to bring Kenyan defence generals to run Nairobi, a devolved function. Former President Uhuru Kenyatta had a liking for the military and preferred to let army generals revive dead capital-intensive projects. In 2020, the former President transferred the Kenya Meat Commission to the Ministry of Defence from the Ministry of Agriculture through an Executive Order. He also tasked Major General Mohamed Badi to run the Nairobi city under the Nairobi Metropolitan Services (NMS).
