He recommended the government go with a proposal from Davie Shipbuilding in Quebec to buy a commercial container ship and convert it. Based on Norman’s recommendation, Kenney took the proposal to cabinet and was given approval to fast-track the purchase. Kenney volunteered all this information to Marie Henein, the lawyer defending Norman against a criminal charge of breach of trust, during a two-hour-long interview. But, perhaps crucially, that counsel went against the wishes of the chief of the defence staff, Norman’s boss. What seems beyond doubt is that the return to work Norman is seeking will be all kinds of awkward.
