Lucy Flores has twice campaigned unsuccessfully for high-profile offices in Nevada, but she shot to prominence recently in a new light: accusing Joe Biden of inappropriate touching. Ms. Flores, a former Nevada assemblywoman, has said Mr. Biden inappropriately placed his hands on her shoulders and kissed the back of her head. The former vice president has said he doesn’t believe he acted inappropriately but would “listen respectfully” if it was suggested he did so.
