The next showdown between Prime Minister Boris Johnson, above, and Parliament was pushed back 24 hours after a ruling by the speaker of the House of Commons. Mr. Johnson could still win approval by getting Parliament to pass a far more detailed bill tomorrow laying out the terms of Britain’s departure, though his opponents are likely to try to block that proposal as well. That vote could provide at least some clarity, showing whether Mr. Johnson has enough lawmakers on his side to have a shot at ratifying his plan by Oct. 31, as he has promised.
