Our estimate is that any-where from P200 billion to more than P300 billion per year in taxes could be leaking. A casino’s gross gaming revenue (GGR) is not really a gross amount. The estimated uncollected franchise tax alone from the undeclared POGO revenue is more than P15 billion for one year. Besides, the licenses of offshore POGO companies make them technically companies that do business in the Philippines. A P200 to P300 billion tax leakage per year from POGOs are amounts not drawn from air, after all.
