WASHINGTON—Iraq’s new prime minister held his first meeting with President Trump on Thursday morning, as their two countries grapple with the threat posed by remnants of Islamic State, Iran’s influence in the region and plans for reducing the level of American troops in Iraq. Mustafa al-Kadhimi, a former intelligence chief who was sworn in as prime minister in May, led a top-level delegation to Washington that includes officials responsible for energy issues, defense and foreign affairs.
