Ip Kwok-him calls for setting up 'caretaker legislature'

Local deputy to the National People's Congress, Ip Kwok-him, has called for the Standing Committee of the NPC to authorize the establishment of a one-year "caretaker legislature" and that the SAR government should appoint people who sincerely uphold the Basic Law and pledge allegiance to the SAR. Members of the "caretake legislature" can be lawmakers of the sixth term of the Legislative Council or even former lawmakers from different sectors and with different political stance as they are familiar with the operations, and Ip suggested no more than 70 people. He said the powers of the "caretake legislature" should be limited and controversial laws and policies should not be introduced, with the exception of indispensable matters such as the Policy Address, the Budget, and funding for the normal operation of society. Ip believes that the central government will deal with the Legco "vacuum period" problem in accordance with the powers of the NPCSC and the law, and will not succumb to criticisms from foreign governments.
