An Iowa police officer who shot a 37-year-old black man in the neck during a traffic stop this week was involved in a fatal shooting last year. The Iowa Department of Public Safety said Friday that Cedar Rapids officer Lucas Jones fired at Jerime Mitchell on Tuesday near Coe College. Mitchell is in critical condition at an Iowa City hospital. After a foot chase last year, Jones shot 16 times at a 21-year-old man who had allegedly pointed a loaded gun at officers. The fatal shooting was ruled justified.
