Resistance from the administration cadre, disputes over secretary-level appointments, and legal notices have effectively frozen the process ahead of the national election. Meanwhile, a group of senior administration cadre officials met the Finance Adviser, urging him to step back from appointing secretaries to the two new divisions before the election. BackgroundThe government had issued the “Revenue Policy and Revenue Management Ordinance, 2025” on May 12, 2025, to split the NBR. Transparency International Bangladesh Executive Director Dr Iftekharuzzaman said the turmoil surrounding the NBR split is unprecedented in global revenue administrations.
