So how can countries control and end the spread of the virus when information is not available? All societies generate tremendous variety such as human variety, environmental variety, social variety, regulatory variety. This confirms that only by knowing what is happening (information by testing) the virus can be halted. Teaching the populace to understand that sneezing or coughing can transmit the virus is another variety needed. Even testing 1,000 people out of a million, or 0.1 per cent will deliver only a part of the needed information to reduce risks.
