The Hon’ble Pundit Madan Mohan Malaviya addressed a public meeting this evening [December 18, in Lahore] at the Bradlaugh Hall on ‘Constitutional Reform in India’. The Hon’ble Bakshi Sohan Lal presided. The Hon’ble Pundit began by referring to the Memorandum of the Nineteen amplified by the Congress-League scheme which, he said, called forth a historic pronouncement by the Secretary of State in the House of Commons declaring responsible Government to be the goal of British policy. Some critics, however, laid too much stress on the phrase “by successive stages” in that announcement, by which they really meant to put a brake on progress.
