New Delhi, Sep 8 (PTI): The Delhi High Court on Thursday set aside the Aam Aadmi Party government's order appointing 21 of its lawmakers as parliamentary secretaries, as the order was issued bypassing the Lieutenant Governor. ”Today I have to concede that the judgment (of August 4) stands against me (Delhi government),” Nandrajog told the bench. In its August 4 judgment, the High Court had held that Delhi was a Union Territory and the LG remained its administrative head. The Delhi government had tried to legalise the appointments by mending the Delhi Members of Legislative Assembly (Removal of Disqualification) Act, but the President has withheld his assent. The AAP government had said the parliamentary secretaries would assist the ministers, and no additional hierarchy was being imposed upon the legislative assembly.
