In a democratic country,where the Constitution is supreme, should the governor be allowed to possess discretionary powers? The Sarkaria and Punchhi Commissions have recommended what the role of the governor should be at the time of government formation. These recommendations are not binding on governors as they override the discretionary powers prescribed in the Constitution. Hence, it is not in the national interest to involve a large number of voters in an election.' If it is not in the national interest, why do we even need the office of the governor?
