Over a lakh ex-servicemen of Bihar have not received their monthly quota of liquor since the State adopted prohibition of liquor. According to an employee with an ex-servicemen welfare office, serving personnel are being issued as per their entitlement. The State government had declared Bihar a dry State effective from April 1 by amending the excise law. Defence personnel, serving and retired, get their quota of liquor to consume at their homes. Even serving personnel have their caveat.
