The United States should be prepared to negotiate with the Saudi regime on all issues of mutual interest, while remembering that Saudi and U.S. interest differ significantly on many of those issues, and that ultimately Saudi Arabia is more dependent on the United States than the U.S. is on Saudi Arabia.
