The opposition did not specify who the traffic czar should be although lawmakers have crossed partylines to thumb down proposals to assign Transportation Secretary Arthur Tugade to the position. The opposition leader batted for expanded window hours for the number coding ban and the total ban on parking of vehicles along main and secondary roads. Kabayan Partylist Rep. Harry Roque, also a member of the House minority bloc, joined the House majority in rejecting the grant of blanket authority for Tugade to shake up agencies under the Department of Transportation and other concerned agencies. shall be vested on the Traffic Crisis Manager.”
