That shift could reduce legal immigration by as much as 40% over time, according to projections by the Migration Policy Institute . Hard-line legislation introduced by Rep. Bob Goodlatte of Virginia in the House would impose similar reductions on legal immigration , while Republican Sens. Any of these would represent the biggest reduction in legal immigration since the 1920s. Just 20 senators supported legal immigration reductions, with three-fourths of Republicans (including John McCain, Orrin Hatch and Mitch McConnell) voting no.
