Immigration advocates say it's an insult that asylum seekers cannot apply for Quebec's training program for patient attendants in the province's long-term care homes. Upon completing the training program, patient attendants would earn a full-time salary of $49,000 per year. But in private care homes, patient attendants make little more than minimum wage. Applicants to the training program must be Canadian citizens and residents of Quebec.
