Federal immigration authorities knew for years that Roberto Beristain was living in the U.S. illegally, but they allowed him to stay. He had married, was raising four children and building a business in Indiana. Each year he was required to check in with immigration officials and prove he was staying out of trouble. He did that for five years without incident—until February, when officials detained him during his check-in.
