He's a master of sparking chaos, and is responsible for some of the most frustrating moments at city hall over the last four years. In conversation with the host of a right-wing radio show, Toronto city councillor Georgio Mammoliti refers to drug dealers living in public housing as "cockroaches". Beyond the public controversies, Mammoliti has also faced serious charges of unethical behaviour in private. If, as the premier and others have been saying, the people of Toronto really want a less dysfunctional Toronto council, a change here looks like the obvious place to start.
