Security Council referralWhile not a UN organization, the ICC has a cooperation agreement with the United Nations. When a situation is not within the Court’s jurisdiction, the Security Council can refer the situation to the ICC granting it jurisdiction. The situation in Libya was referred to the ICC Prosecutor by the Security Council in resolution 1970, adopted in February 2011.
