It is impossible to describe the scope of the catastrophe in Puerto Rico and the surrounding islands. The Andrew catastrophe zone was, perhaps, 250 square miles and involved about 350,000 people — closer to 100,000 after those that could resettled elsewhere did. Puerto Rico is about 3,500 square miles and home to about 3.4 million people.
