In Florence County, S.C., some 60 miles inland from the coast, Levi James, a spokesman for the local emergency management agency, said that the 2015 flooding “kind of caught everybody by surprise.” Not this time. Asked why he had ventured outside under such conditions, Mr. Grady quipped, “We’re just spoiled Americans.”
