In the past, Libya generated surplus electricity, which it exported to Tunisia and Egypt. This episode is not unusual in lawless Libya, where local authority does not exist and what central government there is cannot enforce law and order. In fact, the security situation and economic situation, including rising prices and lack of access to cash, are getting worse.
