Tory himself sees no contradiction here: he has insisted the budget restraint exercise won’t jeopardize the new funding for his anti-poverty plan, nor TTC service improvements or housing. Either you cut budgets and programs, or you raise taxes and spending. Either the new taxes Tory talked about come or they don’t, either the programs are funded as he’s promised or the budgets are flat-lined as he’s promised. If a John Tory Compromise remains possible, our mayor will find it. But if not, as I strongly suspect, the choices he makes will be defining, for him and for the city.
