In fact, Trump has never bought into Ryan’s small government, restraint-of-executive party brand of conservatism. Other than a Supreme Court justice and some deregulation, virtually nothing on Ryan’s agenda — one Trump was supposed to share — seems likely to come about. In sum, Ryan’s Faustian bargain was ill-conceived and ultimately a disaster for the country.
