Colleges and universities are sharply condemning the Trump administration’s proposed budget for fiscal year 2018, which drastically cuts funding for federal scientific research and education and slashes various arts, humanities and student loan programs. The National Institutes of Health, which provided U.S. universities with more than $8.4 billion in grants for health-related research in 2017, would face a 22% cut. In 2017 alone, Penn State received nearly $30 million from the NIH, including a $7.7 million investment for a new child abuse research center.
