The Canadian policy eventually became that country's temporary foreign worker program. Ironically, however, this new American policy may turn out to be a backhanded benefit for Canadians. In setting foreign worker immigration policy two interests come into play. Now the government is no longer prepared to allow American workers to be pushed aside by foreign workers. While there are exceptions, for example Canada's Global Entry program, not all their programs are well attuned to bringing in foreign workers.
