The EU said, when it announced its sanctions, that Melnichenko "belongs to the most influential circle of Russian business people with close connections to the Russian government". On May 17, Melnichenko challenged the sanctions by lodging an appeal with the EU’s General Court, which handles complaints against European institutions, court records show.
