The Democratic mayor wants the GOP governor to tap into the state’s nearly $10 billion rainy day fund, warning he may have to raise the city’s property tax if Abbott doesn’t pay. Turner proposed a 3.6 percent property tax increase for one year if he doesn’t get the rainy day funds. The mayor’s office said the tax hike would cost the average Houston homeowner $4.03 per month for the year. According to the city’s insurance broker, another $100 million policy for future flooding would cost $10 million, Turner wrote.
