(CNN) Residents of Houston, Texas, woke Sunday to flooded streets and homes, submerged cars and news of high water rescues after Harvey dumped between 15 and 30 inches of rain on the city overnight. One man woke up in a flooded hotel room while a woman tried to laugh off the shock of having her home inundated with water. One resident was told to not call 911 and said the situation was "devastating." Here's what it's like in Houston right now.
