Andaya gave the assurance after the Department of Budget and Management agreed to restore portions of the budget cuts in the Health, Education and Public Works departments. The lawmaker met with Budget Secretary Benjamin Diokno, Finance Secretary Carlos Dominguez 3rd, Executive Secretary Salvador Medialdea and House Appropriations panel Chairman Karlo Nograles in Malacañang yesterday. The House earlier stopped budget deliberations after lawmakers rejected the cash-based budget system proposed by the Budget department that sought to slash the budget of the Department of Public Works and Highways by P95 billion, the Education department by P77 billion and the Health department by P35 billion. “We are looking at unprogrammed fund or submitting supplemental budget as options for DBM. Offhand, we agreed upon the funding requirement [for supplemental budget],” Andaya said.
