House Bill (HB) 8961 got the vote of 167 lawmakers. Under HB 8961, “[t]he conduct of military training under the ROTC shall apply to all students in Grades 11 and 12 in all senior high schools in public and private educational institutions.”If passed into law, the bill would establish a mandatory two-year basic ROTC program for all senior high school students. ROTC became optional in 2002.
