Voting 188-8, lawmakers passed House Bill 6425 or the “Traffic Crisis Act” which prescribes a comprehensive and integrated land-based traffic management to effectively address the traffic crisis in Metro Manila, Metropolitan Cebu and Metropolitan Davao. The measure designates the Secretary of the Department of Transportation (DOTr) as the de officio traffic chief, who will supervise and control transportation agencies such as the Metropolitan Manila Development Authority (MMDA), the Land Transportation Office (LTO), the Land Transportation Franchising and Regulatory Board (LTFRB). The transportation agencies shall set the policies on land-based traffic and road use in their respective metropolitan areas, as well as coordinate and regulate the implementation of all programs and projects on traffic management pertaining to enforcement, engineering and education.
