WASHINGTON—The House of Representatives passed a war-powers resolution directing the removal of U.S. armed forces involved in the conflict in Yemen, setting up a contentious vote in the GOP-controlled Senate and the possibility of a veto by President Trump. The resolution states that Congress hasn’t authorized military involvement in Yemen, where the U.S. is backing a Saudi-led coalition in a conflict against Iran-allied Houthi militants. A handful of Republicans joined Democrats in passing the resolution by a 248-177 vote.
