WASHINGTON—A bill to admit Washington, D.C., as the 51st state passed the House on Friday but will likely go no further this year, after the decadeslong campaign found fresh urgency among Democrats when federal personnel clashed with protesters on the capital city’s streets earlier this month. The bill passed 232-180, with one Democrat joining Republicans to vote against the measure.
