The government on Monday announced the escalation "in view of the continued deterioration of the situation in the Middle East region." "The black [outbound travel alert] signifies severe threat," a government spokesman said. "Due to the highly unpredictable security situation in Iran and Israel, the government advises Hong Kong residents to avoid all travel to Iran and Israel." The council explained that many Hong Kong tour groups travelling to Europe or Africa used aviation hubs in the Middle East to transit through the region.
