Hundreds of people seeking to apply for ID cards in Homa Bay county were turned away on Wednesday for lack of forms. The group, which had been camping at the county registrar of persons' office, said they were asked to go home as forms 136A and 136C were unavailable. Those who spoke to the Star said they had been waiting at the office since Monday and had been told to return next week. Rosana Bongwe, who is county registrar of persons’ boss, said they ran out of forms but requested more from Nairobi and about 5,000 from Kisumu.
