Mr. Albanese won the local Council seat in the 1980s from a Republican, and the seat changed party twice more. It still includes an area represented by Ms. Malliotakis, whose Assembly district extends from eastern Staten Island to parts of Bay Ridge, and by Martin J. Mr. Quaglione has pledged to advocate to abolish the state’s 5-cent redemption. “You have my vote,” she said to Mr. Quaglione, standing in her driveway. “Bottles, bottles.”
