Most of the former ministers who didn't get a Cabinet berth this time belong to either the Prem Kumar Dhumal or the (former CM) Shanta Kumar camp. None of the members of Jairam Thakur's Cabinet are from Sirmour, Bilaspur, Kinnaur, and Hamirpur districts. Bhardwaj is one of the five new faces: The four others are Vipin Singh Parmar, Rajiv Segjal, Govind Thakur and Vikram Singh. Ramesh Dhawala, a former cabinet minister and Shanta Kumar loyalist, didn't make the list either.
