So far 50,000 people have visited Riddiford Gardens in Lower Hutt to see artists, performers and the light installations forming the HighLight: Carnival of Lights festival. The popular festival first ran in 2017, drawing crowds of more than 100,000 to see light installations, firework displays and more.
