Both have killed in the name of public safety (for the AFP, nearly 1,000 terrorists taken out in Marawi). There’s an old saying about fighting the drug menace, which the PNP might find useful: save the user, jail the pusher. * * *Another thing that the AFP did right in Marawi was to be transparent about the effort, without compromising battle plans. Especially since it looks like Duterte is just waiting for an excuse to announce the failure of his experiment to let the PDEA handle the drug war on its own.
