The hurricane center on Sunday described a sprawling storm system with tropical storm-force winds — between 39 and 73 miles per hour — extending more than 200 miles from its center. Hermine strengthened slightly on Sunday, with sustained winds of 70 miles per hour, and the hurricane center said it was “expected to be at or near hurricane strength” through Tuesday. On the barrier islands near Atlantic City, N.J., the risk of immediate coastal flooding decreased on Sunday after the storm veered more to the east than expected. But Ed Conover, an emergency management official in Atlantic County, said that floodwaters could still come and that residents should prepare. “I have been promised that everyone is using all available resources to restore power in Leon County,” Mr. Scott said.
