Co-chaired by Tharaka MP George Murugara and Rarieda lawmaker Otiende Amollo, the team agreed to combine both parliamentary and extra-parliamentary processes in their approach to the negotiations. Under the new arrangement, the bipartisan team will conduct the talks outside of Parliament, while occasionally seeking consultation from parliament as needed. Additionally, the team discussed the option of formalizing the joint committee through an Executive Order, as was done with the Building Bridges Initiative (BBI). "We discussed and ruled out the option of an Executive Order for a number of reasons, including the lessons learned from the BBI experience. Considering that this process could potentially lead to constitutional amendments, we do not want the team to be initiated by the President," Otiende explained.
