With the word ‘preferably’ in place, it is unlikely that this clause will be even looked at. Among the conditions are that the entire festival area should be preferably a no-smoking zone, approach the traffic cell for effective traffic management and parking for the entire area and communicate the same to the department. The organisers will have to submit a Disaster Management Plan and drawings of stages and structure stability report. The volunteers be provided ID cards, and reflective jackets for crowd management, parking management etc and their credentials/background be verified from the security point of view.
